Ward et al. compile code 851 from concrete and asphalt literature rows, then calculate seasonal a1 and a3 values using Anandakumar-derived multipliers. Their London and Swindon runs validate/apply the coefficients but are not their observation input. The final name token is now corrected to 8511 while the stable record path remains unchanged.
