Development of the Surface Urban Energy and Water Balance Scheme (SUEWS) for cold climate citiesLater compilation

Where: Table 4a, water-surface albedo and source footnote, p. 1701

The Water column gives alpha_i 0.08 with footnote b, which credits Vargo et al. (2013).

The importance of land cover change across urban–rural typologies for climate modelingParameter source

Where: Table 1, equivalent land-cover constants used in WRF, p. 247

The Water / Open water row gives albedo 0.08 and emissivity 0.98.

Where: WRF 3.4.1 VEGPARM.TBL, Water Bodies row

Water Bodies has ALBEDOMIN=.08 and ALBEDOMAX=.08, confirming the technical origin of Vargo et al.'s model constant.

Assessment findings

Namesupported
Water matches the Open water land-cover class in Vargo et al. Table 1.
Targetsupported
The cited value is the albedo assigned to the Open water class.
Valuessupported
Vargo et al. Table 1 gives Open water an albedo of 0.08; the WRF 3.4.1 lookup table likewise gives Water Bodies minimum and maximum albedo as 0.08.
Sourcesupported
Vargo et al. is the publication that states the stored 0.08 value and identifies it as a WRF land-cover constant.
issue #187
Placesupported
Generic is appropriate because this is a WRF lookup-table constant, not a Helsinki determination.
Representativenesssupported
Generic accurately describes a model land-cover constant that is not tied to a study site or city.
Methodsupported
The parameter is taken from a published model-parameter table, so literature is the supported method.
Identitysupported
The record contains one water-surface albedo value corresponding to one table entry.

Scientific note

The legacy row associated this value with Helsinki and Järvi et al. (2014), whose Table 4a gives 0.08 but explicitly credits Vargo et al. (2013). Reading Vargo et al. shows that 0.08 is an equivalent WRF land-cover constant for open water, rather than a Helsinki observation. The verbatim legacy Alb_max value of 0.1 remains under legacy so the migrated database assertion is not erased, while the active parameter, source, place and representativeness now follow the published evidence.
